PhilSys Biometric Match

Philippines

PhilSys, the Philippine Identification System, is the country's official national identity scheme, run by the Philippine Statistics Authority (PSA) under Republic Act 11055. Every registered citizen and resident alien is issued a permanent PhilSys Number (PSN), while the card itself shows a public PhilSys Card Number (PCN) for everyday transactions. The PhilID and its digital form, the ePhilID accessed through the eGovPH app, are recognised as sufficient proof of identity under Bangko Sentral ng Pilipinas rules.

What is PhilSys Biometric Match?

PhilSys, the Philippine Identification System, is the country's official national identity scheme, run by the Philippine Statistics Authority (PSA) under Republic Act 11055. Every registered citizen and resident alien is issued a permanent PhilSys Number (PSN), while the card itself shows a public PhilSys Card Number (PCN) for everyday transactions. The PhilID and its digital form, the ePhilID accessed through the eGovPH app, are recognised as sufficient proof of identity under Bangko Sentral ng Pilipinas rules.

Verification asks the person for a few identity details and a liveness-checked selfie, then matches both against the PSA's national ID records. If you already hold the person's identity data, you can pass it in when the check launches and skip the form, so the only step the customer sees is the selfie.

The result confirms whether the record is valid and returns the associated demographic data without exposing the confidential PSN, in line with how PhilSys is designed for business KYC.

How verification works

Collect or pass in identity data

The person enters their PhilSys card details, or you pass known data in at launch to skip the form.

Liveness selfie and biometric match

A liveness-checked selfie is matched against the PhilSys record held by the Philippine Statistics Authority.

Frequently asked questions

How do I verify a PhilSys identity?

Submit the person's PhilSys card details, or pass them in at launch, then capture a liveness selfie. Zenoo matches both against the Philippine Statistics Authority's national ID records and returns a verified result with a full audit trail.

What is the difference between the PSN and the PCN?

The PhilSys Number (PSN) is a confidential 12-digit permanent identifier assigned at registration. The PhilSys Card Number (PCN) is the public 16-character code printed on the card, and it is the identifier businesses collect for KYC and verification.

Is the PhilID accepted as proof of identity?

Yes. The PhilID, the ePhilID, and credentials derived from the PCN are recognised as sufficient proof of identity for regulated services in the Philippines, including under Bangko Sentral ng Pilipinas rules.

Can I verify without the customer filling in a form?

Yes. If you already hold the person's identity data, pass it in when the check launches. The customer then only completes the selfie step.
